On the procurement platform implemented by us, clients and contractors from all over the country come together and can process tenders electronically and legally securely.
Project Story
Tenders and awards from public and private clients are increasingly being carried out electronically nationwide in Germany. For the public sector as a major client in Germany, the processing of the procurement procedure including the submission of bids via a digital procurement platform has been mandatory since the implementation of the EU directive (Directive 2014/24/EU). In 2014, eVergabe.de GmbH commissioned us to develop a legally compliant digital solution.

The goal
Holistic Digitalization
The aim was to electronically handle communication with all participants in procurement procedures at all stages, from the announcement to the submission of bids and the award of contracts. The first launch took place after about a year. Since then, the platform has been continuously developed. Just before the binding implementation of the EU directive on October 18, 2018, we implemented the purely web-based electronic bidding process.
The result
Digital procurement - intuitive at all levels
With the launch of www.evergabe.de, the procurement process for public and commercial contracts has been significantly simplified for both contracting authorities and bidders. Both restricted tenders for a limited group of participants and negotiated procedures can be fully processed digitally through the platform. All communication between contracting authorities and bidders is securely conducted over the internet. Notifications about changes in the tendering process reach users directly through the integrated chat system or via email. Through the new bidder module with its intuitive interface, bidders can now access contract documents and announcements and submit bids in compliance with procurement law. The software provider Administration Intelligence AG (AI) delivered a backend solution specialized in digital procurement processes. We integrated this via REST API and expanded it with numerous functions as well as a modern user interface. For bidders, a complex pricing model was implemented on the platform: They can choose between three offered tariffs with different functionalities. Following the freemium principle, the basic tariff is free of charge, while additional tariffs with extended functionalities are offered for a fee. For handling electronic payment transactions, the Payment Service Provider PAYONE was integrated within the ordering processes. Not to be overlooked is the new search for tenders. It has been significantly enhanced since the initial launch and is now much more powerful. The search function offers much more detailed filtering options and provides precise and relevant search results. Another helpful feature that will make the daily work of editors easier is the convenient landing page generator. Based on data about region and trade, it is able to automatically generate the appropriate landing pages - without any manual effort.
